The saying "rats are the first to know if the ship is sinking" comes from the myth that rats, living in the lowest parts of a ship, are the first to notice when water begins to flood it. This myth is widely used in various aspects of life.
הָעַכְבָּרִים הֵם הָרִאשׁוֹנִים לָדַעַת אִם הַסְּפִינָה טוֹבַעַת כִּי הֵם נִמְצָאִים בַּמָּקוֹם הַנָּמוּךְ בְּיוֹתֵר בַּסְּפִינָה וְזֶהוּ הַמָּקוֹם הָרִאשׁוֹן שֶׁמּוּצָף בְּמַיִם. זֶהוּ מִיתוֹס. אֲנַחְנוּ מִשְׁתַּמְּשִׁים בַּמִּיתוֹס הַזֶּה בְּהַרְבֵּה מְאוֹד תְּחוּמִים בַּחַיִּים.
For example, in politics, if a party is expected to fail to pass the electoral threshold according to polls, people start leaving the party and moving to others.
לְמָשָׁל, בִּתְחוּם הַפּוֹלִיטִיקָה. כַּאֲשֶׁר מִפְלָגָה צְפוּיָה לֹא לַעֲבוֹר אֶת אֲחוּז הַחֲסִימָה בַּבְּחִירוֹת הַקְּרוֹבוֹת לְפִי הַסְּקָרִים, הָאֲנָשִׁים עוֹזְבִים אֶת הַמִּפְלָגָה הַזֹּאת, וְעוֹבְרִים לְמִפְלָגוֹת אֲחֵרוֹת.
In soccer, when a team begins losing matches, club members start looking for other clubs.

Some people use this expression as criticism, saying: "You don't abandon a sinking ship"—meaning that instead of running away, one should stay, repair, and strengthen it.
