הַהֲגָנָה הַטּוֹבָה בְּיוֹתֵר הִיא הַהַתְקָפָה
HA-HAGANA HA-TOVA BE-YOTER HI HA-HATKAFA
The best defense is offense
If a country knows that another country is planning to attack it, the most logical action to defend itself is to launch a preemptive strike.
אִם מְד ִינָה יוֹדַעַת שֶׁמְּדִינָה אַחֶרֶת עוֹמֶדֶת לְהַתְקִיף אוֹתָהּ, הַדָּבָר הַנָּכוֹן בְּיוֹתֵר לַעֲשׂוֹת עַל מְנַת לְהָגֵן עַל עַצְמָהּ הוּא לְהַתְקִיף רִאשׁוֹנָה.
We also use this expression in verbal, non-violent arguments between people.
אֲנַחְנוּ מִשְׁתַּמְּשִׁים בַּבִּיטּוּי הַזֶּה גַּם בְּוִיכּוּחִים מִילּוּלִיִּים וְלֹא אַלִּימִים בֵּין אֲנָשִׁים.
This reminds me of the story of the sin of eating from the Tree of Knowledge in the Torah, in Genesis, Chapter 3. When God asks Adam, "Did you eat from the Tree of Knowledge?" Adam, in order to defend himself, attacks back and says to God: "You are the one who gave me the woman, and she is the one who gave me the fruit to eat."
הַבִּיטּוּי הַזֶּה מַזְכִּיר לִי אֶת הַסִּיפּוּר שֶׁל חֵטְא הָאֲכִילָה מֵעֵץ הַדַּעַת הַמּוֹפִיעַ בַּתּוֹרָה בְּסֵפֶר בְּרֵאשִׁית פֶּרֶק ג'.
ה' שׁוֹאֵל אֶת הָאָדָם: הַאִם אָכַלְתָּ מֵעֵץ הַדַּעַת? וְהָאָדָם, כְּדֵי לְהָגֵן עַל עַצְמוֹ, מַתְקִיף אֶת ה' וְאוֹמֵר לוֹ: "אַתָּה זֶה שֶׁנָּתַתָּ לִי אֶת הָאִשָּׁה וְהִיא זוֹ שֶׁנָּתְנָה לִי לֶאֱכוֹל".
In short, if you ask someone if they did something and you sense they are attacking you in response, it's likely they did it.
בְּקִיצּוּר, אִם אַתֶּם שׁוֹאֲלִים מִישֶׁהוּ הַאִם הוּא עָשָׂה מַשֶּׁהוּ, וְאַתֶּם מַרְגִּישִׁים שֶׁהוּא מַתְק ִיף אֶתְכֶם, כַּנִּרְאֶה שֶׁהוּא עָשָׂה אֶת זֶה.
